By the summer of 1820, the town council of Veracruz asked the governor for help against Santa Anna’s tyrannical ways. They said he forced men to build private houses for the officers; charged them exorbitant prices for hay; and put people in jail for little or no cause.

He did have an effect on the country’s financial system, which he felt needed radical reform. Taxes instituted during two of his later terms (1841– 1843 and 1853–1855) were his way of alleviating the government’s lack of financial resources. He already agreed with the Congress’s proposal to tax the Catholic Church, believing that it was the church’s duty to help finance the government. He felt it was all right as long as these changes were made slowly, in order to avoid revolt. He also tried to reform the army, reducing its size.

Thousands of royalists did the same thing, though, including his family, whose businesses had suffered during more than a decade of war. This was a confusing time, with former royalists and longtime insurgents fighting side by side. Over several months, Santa Anna led troops along the coast and into the mountains, where he continued to fight in his customary energetic style, but now on the side of independence. He was recognized for his efforts by Iturbide and appointed the commander general of the Veracruz province.
