Regarding the methodology a systemic retroprospective  modeling is used (see Figure 1). This process begins with the conception of the Meta Model (1°) to be achieved: the e-culture model corresponding to an Interactive Web Information System for the promotion of Latin American cultures, in this case. Taking Santiago’s culture as a case study, the existed model is built (3°), it consists of the history of that culture. After that, existing model is developed (2°), which includes twelve characteristics of Santiago’s culture.
